The U.S. government wanted to know where he was too; but no one had heard from Lee Harvey Oswald in more than a year — after he defected to the Soviet Union.

Jan. 21, 1977: Jimmy Carter issued a pardon to all Vietnam war draft dodgers. Carter's pardon didn't include deserters — those who served in the war and left before their tour was completed — or soldiers who received a less-than-honorable discharge.
