A wheelchair-bound California man has won the right to watch his burrito being made. A federal appeals court agreed with Maurizio Antoninetti’s claim that a 45-inch-high wall at a Chipotle restaurant prevented him from watching an employee “form his order,” thus depriving him of the full “Chipotle experience.” Chipotle said the company would lower walls so as “to be accessible to all our customers.”

The cash-strapped city of Livonia, Mich., wants to charge residents for collecting their property taxes. Anthony Minghine of the Michigan Municipal League says the 1 percent surcharge that some cities are imposing is a reasonable fee for the service of tax collection. “I wouldn’t characterize them as inappropriate,” he said.
