North Carolina Gov. Pat McCrory has until the end of the day Monday to respond to the Justice Department's warning that the state's controversial bathroom law violates the Civil Rights Act. The law requires transgender people use the restroom that corresponds to their biological sex, and the feds say this violates civil rights protections.

McCrory has promised that he will respond by the deadline, but it's not clear what his response will be. However, he did say in an interview over the weekend with Fox News Sunday that the federal government is "being a bully." "I'm not going to publicly announce that something discriminates, which is agreeing with their letter, because we're really talking about a letter in which they're trying to define gender identity, and there is no clear definition of gender identity," McCrory said.
