The White House on Thursday revealed its proposed guidelines for resuming economic activity after COVID-19 shutdowns. States and local governments will ultimately make the decisions to reopen businesses, and the White House's plan requests they wait for coronavirus symptoms, cases, and hospitalizations to fall below certain levels before resuming normal operations. Also on Thursday, President Trump assembled a bipartisan task force aimed at reopening the economy. It includes every Republican senator except Mitt Romney (Utah), as well as a handful more Republican House members and 22 congressional Democrats. Trump held a call with several members of the task force on Thursday, with Republican senators largely pushing for a return to normalcy and Democrats telling Trump to maintain shutdowns and distancing efforts.
