Government officials stole at least $1 billion and possibly as much as $4 billion in taxpayer money during the 1990s, Kenyan investigators said this week. The sum would have been enough to pay for primary education for all schoolchildren for a decade. A government commission set up by President Mwai Kibaki, who was elected this year on an anti-corruption platform, has found that the previous administration of Daniel arap Moi set up a dummy corporation to siphon money out of Kenya and stash it in Swiss banks. The U.S. has been assisting in unraveling the money trail, as part of its global effort to crack down on possible sources of funding for terrorism.
