European Union officials have launched an investigation into the bugging of their headquarters in Brussels. Delegations from at least six governments, including France, Germany, and the U.K., all found listening devices attached to their office telephones last month. The French daily Le Figaro, which broke the story, initially accused the United States of planting the bugs, but E.U. officials said it was too early to point any fingers. Greek Foreign Minister George Papandreou, whose country currently holds the rotating presidency of the E.U., said, “To all those who feel that it is necessary to tap our phones, we say that Europe is a very transparent organization.”
