Texas Gov. Rick Perry (R) says you don't have to be smart to run for president.
"Running for the presidency's not an IQ test," he told MSNBC. "It is a test of an individual's resolve. It's a test of an individual's philosophy. It's a test of an individual's life experiences."
The outgoing governor has been testing the waters on a potential 2016 bid. His last national campaign, in 2012, collapsed when Perry stumbled through debates and struggled to remember his own talking points.
