Former Virginia Sen. Jim Webb has formed a presidential exploratory committee, the first step toward making a White House bid. On his pro-campaign website, Webb lays out his bipartisan biography as Secretary of the Navy under Reagan and as a Democratic lawmaker.

Webb is considered a longshot in a Democratic field expected to include Hillary Clinton.
