Slovenian authorities said this week they won’t reopen an investigation into the 1991 killing of three Yugoslav soldiers—despite new video evidence that a crime was committed. Slovene human-rights activists said the video, shot near the Austrian border by Austrian television, documents the first war crime of the Balkan wars of the 1990s. The footage shows three teenage Yugoslav soldiers waving a white flag before being gunned down by Slovene soldiers. Slovenia’s general prosecutor said the video was inconclusive and the case would not be reopened. Instead, human-rights activist Neva Miklavcic Predan will be tried for slander and for “deeply hurting the feelings of Slovene veterans of war.” Fewer than 50 people were killed in Slovenia’s 10-day war of independence from Yugoslavia.
