Security officials from more than 50 countries agreed this week to a Saudi proposal to create an international anti-terrorism center. All the details—including where the center will be based and what exactly it will do—remain to be worked out. “It could be more of a think tank, doing research papers, or more of an operational real-time thing,” said U.S. State Department official William Pope. Western diplomats said the agreement, while vague, showed that Saudi Arabia was serious about cracking down on terrorists and their funding sources. Osama bin Laden is a Saudi, and 15 of the 19 Sept. 11 hijackers were also from the kingdom.
