A suicide bomber on Sunday killed dozens of people and wounded about 60 more in an attack at a volleyball tournament in Afghanistan. A provincial spokesman said the attack killed "at least 45" people, though the tally could rise.

The attack came on the same day Afghanistan's parliament approved an agreement with NATO and the U.S. to keep foreign troops in the country past the end of the year. The U.S.-led mission was to end after December, but President Obama approved new guidelines that expanded the role of U.S. troops in the country.
