A group of 21 international aid organizations, including Oxfam and Save the Children, released a report Thursday criticizing the U.N. Security Council for failing to implement three resolutions that were passed last year, which called for an end to civilian attacks, as well as U.N. access to Syria and an aid increase. The report claims that 4.8 million people in need of aid are in areas the U.N. defines as "hard to reach," up by a million since 2013. And 5.6 million children are in need of aid, which is a 31 percent increase from 2013. The "Failing Syria" report says that 2014 was the most deadly year for Syrian civilians since 2011, with at least 76,000 deaths.
