This GOP congressman ruminated on Hillary Clinton's mental impairment for nearly 3 minutes at the Values Voter Summit

On Friday, Republican leaders flocked to the Values Voter Summit, an annual gathering of social conservatives, in Washington, D.C., to hear from a long and decorated list of speakers including former Rep. Michele Bachmann, Fox News anchor Kimberly Guilfoyle, Duck Dynasty star Al Robertson, and GOP presidential nominee Donald Trump.
But perhaps the speaker who made the biggest splash was Texas Rep. Louie Gohmert (R), who in his remarks Friday mused on the troubled state of Hillary Clinton's mental faculties for nearly three minutes. To laughs from the crowd, Gohmert wondered aloud whether the Democratic nominee's "mental impairment" stemmed from the concussion she sustained after a fall in 2012, or whether perhaps a member of Clinton's team accidentally hit her in the head with one of the tools they used to "smash cell phones and BlackBerries."
It's quite the speech. Watch Gohmert giggle with worry over Clinton's "special needs," below. Kimberly Alters
