The Obama administration this week announced that a March surge in Obamacare sign-ups had pushed the total number of enrollees over 5 million. About 800,000 people signed up for private health insurance under the Affordable Care Act between March 1 and March 16, only 140,000 fewer than in the entire month of February. The Congressional Budget Office now projects that 6 million people—revised down from the original first-year goal of 7 million—will enroll by the March 31 deadline, after which those without health insurance face an individual penalty. It’s still not clear, however, how many of the enrollees were previously uninsured, or how many have actually paid for their coverage.
