European governments must have been faking their outrage over reports that the CIA has been plucking terror suspects from Europe and shipping them abroad for interrogation, according to the Council of Europe. The multinational human-rights body has been investigating the “extraordinary rendition” program since The Washington Post first reported on the practice last November. In an interim report, lead investigator Dick Marty said this week there was “a great deal of coherent, convergent evidence pointing to the existence of a system of ‘relocation’ or ‘outsourcing’ of torture.” It is “highly unlikely,” he said, “that European governments, or at least their intelligence services, were unaware.”
