The Northeast began drying out this week, after more than a week of relentless downpours dumped more than a foot of rain and killed at least 12 people from Pennsylvania to Maine. Even after the rains stopped, winds as high as 40 mph continued to knock down power lines in Connecticut, Massachusetts, Rhode Island, and New Jersey. Authorities evacuated Taunton, Mass., after a dam on the swollen Mill River showed signs it could burst, threatening to send a wall of water 6 feet deep crashing into the town. “I’ve got my fingers crossed that this thing is able to hold,” said Gov. Mitt Romney.
