Tripoli, Libya

President Muammar al-Qaddafi, once a sworn enemy of the U.S., has invited President Bush and Condoleezza Rice to make an official state visit to his country. The invitation was passed along by Sen. Richard Lugar after his two-day trip to Libya, and is just the latest goodwill gesture in what has been a remarkable turnaround in U.S.–Libyan relations. Since 2003, Qaddafi has renounced terrorism, admitted Libya’s involvement in the Lockerbie plane bombing, and voluntarily abandoned Libya’s program to develop weapons of mass destruction. Washington, in return, has restored diplomatic ties with Libya and is considering removing it from the list of state-sponsors of terrorism.
