Czech voters leaned to the left this week and voted the Social Democrats back into government after an acrimonious campaign. The loser, cantankerous former prime minister Vaclav Klaus, campaigned on a platform of lower taxes and skepticism toward the E.U. The victor, Vladimir Spidla, favors a strong welfare state and quick E.U. entry. In a way, though, the big winner was the Communist Party, which picked up a surprising 20 percent of the vote.
