The Bush administration this week floated a proposal to create a provisional Palestinian state to ease tensions in the Middle East. Secretary of State Colin Powell said the interim measure could help show Palestinians that progress can be made toward peace. President Bush was expected to suggest that a democratic government be set up, with no fixed deadline, and to call for a halt to the building of Israeli settlements in Palestinian areas, the New York Daily News reported. Bush has not taken a position on who should lead the new state.
