President Donald Trump celebrated the upheaval he has brought to Washington and global trade in a televised speech before Congress last night. Speaking for a record 99 minutes, Trump drew cheers from Republicans by saying he was "just getting started" with his "swift and unrelenting action" on immigration, the economy and foreign policy. Democrats mostly registered their displeasure with written signs, though Rep. Al Green (D-Texas) was escorted from the chamber after yelling at Trump, "You don't have a mandate!"

Trump's speech came at a "critical juncture in his presidency, as voters who returned him to the White House on his promise to fix inflation are instead finding economic chaos," The Associated Press said. He "presented a swaggering view of his administration," The Wall Street Journal said, and made "few entreaties for unity" while claiming "a mandate to enact far-reaching change" despite his narrow victory.

Much of Trump's "lengthy speech was filled with grievances about his treatment by Democrats and exaggerations about his accomplishments," The New York Times said. When he defended his tariffs and said more were on the horizon, "many Republicans remained seated," Reuters said.

In the Democratic response, Sen. Elissa Slotkin (Mich.) told Americans that Trump was "going to make you pay in every part of your life," from groceries and home prices to health care and government services. "America wants change," she said, but Trump's way is "reckless."

The American public "remains polarized and Trump has made some supporters second guess their choice," the Journal said. "Recent polls are mixed," but "the overall trend suggests that approval of his job performance has slipped."

What happened
Arab leaders yesterday unanimously endorsed a plan from Egypt to rebuild Gaza without displacing its Palestinian residents. The $53 billion proposal was the Arab League's alternative to President Donald Trump's widely condemned plan to resettle the Palestinians to other countries so the U.S. can develop Gaza into the "Riviera of the Middle East."

Who said what
Egypt's 112-page plan envisions rebuilding Gaza in stages by 2030, removing unexploded ordnance, recycling the 50 million tons of rubble and using some as landfill to expand Gaza's coast. The redeveloped enclave would have an airport, commercial harbor, large parks, beachfront hotels and housing for three million people. An administration of independent technocrats would govern Gaza until a reformed Palestinian Authority could take over. "Any reconstruction funding would require heavy buy-in from oil-rich Gulf Arab states," Reuters said.

The fact that the summit "was held during Ramadan, the Muslim holy month when life and work typically slow down, was a sign of the urgency with which leaders in the Middle East are scrambling to prevent Trump's plan from coming to fruition," The Washington Post said.  "We cannot accept illegal American projects and visions in the region," Arab League Secretary General Ahmed Aboul Gheit said.

Israel's foreign ministry dismissed Egypt's proposal as "rooted in outdated perspectives." The White House said Trump "stands by his vision" and called the new plan unrealistic given that "Gaza is currently uninhabitable."

What next?
Egypt's proposal arrived as "the Israel-Hamas ceasefire is teetering," The New York Times said. While the proposal ruled out Hamas governing Gaza, it "sidesteps one of the thorniest questions of all: whether and how to disarm Hamas."
