President Obama to announce $5 billion anti-terrorism fund

President Obama will announce a $5 billion "terrorism partnership fund" to help embattled countries defend themselves from radical extremists. Secretary of State John Kerry said on a host of morning shows today that plans for the Counterterrorism Partnerships Fund will be laid out during his commencement speech at West Point this afternoon.

Time reports the fund will be dispersed from the Department of Defense to "improve and expand" counterterrorism training tactics and help other countries work with the State Department to support stable governments in their "effort to counter violent extremism and terrorist ideology."
