The Justice Department is drafting a memo recommending that former Ferguson, Mo., police officer Darren Wilson face no civil rights charges for killing an unarmed black teenager, according to The New York Times.
In November, a grand jury declined to bring criminal charges against Wilson after he shot and killed Michael Brown, despite conflicting evidence. The DOJ is also investigating the Ferguson Police Department over alleged systemic civil rights violations.
