Secretary of State John Kerry and other members of President Obama's national security team on Wednesday urged Congress to pass a resolution granting the White House broad war powers to combat ISIS.

"A clear and careful expression of this Congress' backing at this point in time would expel doubt that might exist anywhere that Americans are united in this effort," Kerry said in remarks to the Senate Foreign Relations Committee.

Congress has so far been skeptical of the proposed Authorization for Use of Military Force (AUMF), with Democrats fearing the possibility of a prolonged ground campaign, and hawkish Republicans fretting the measure may not go far enough.
