Jesse Lingard could make his England debut against France on Tuesday, after just 193 minutes of Premier League football.
The Manchester United youngster has been called into the squad after his club-mate Michael Carrick and Leicester City striker Jamie Vardy were released with injuries.
With a hole to fill in the senior squad, Hodgson has overlooked the claims of players including Wilfried Zaha of Crystal Palace and Nathan Redmond of Norwich (who dropped out of the Under-21 squad with injury), notes The Guardian.

Lingard's selection will also be a bitter blow to Andros Townsend, who seems to have fallen down the pecking order at Spurs as well as England.
Lingard's "elevation is sure to add to the debate about England's selection policy under Hodgson", says The Times.
"Like Calum Chambers, Phil Jones, Chris Smalling, Tom Cleverley, Dele Alli, Raheem Sterling and Danny Ings in recent years, he has seen England senior recognition follow only a handful of first-team appearances for a high-profile club."
Some of those players have prospered while others have disappeared from view, which suggests that early international recognition is no guarantee of future success.
Lingard, 23, is likely to play some part against France in a team that is also expected to feature Alli, Eric Dier, Jonjo Shelvy and Fabian Delph, says the Daily Telegraph.
The make-up of the team reflects the injury problems faced by Hodgson. He is now without 15 players who are in contention for a place in the Euro 2016 squad.
"There is rising concern at the Football Association at the number of injuries England players have sustained, how serious they are, and how it is beginning to hamper Hodgson's preparations for the Euro 2016 finals next summer," says the Daily Telegraph.
However, the game's circumstances have changed since the terror attacks in Paris.
"What was previously billed as a key part of both teams' preparations for the Euro 2016 finals next June is now regarded as an opportunity to express solidarity and defiance after the tragic events in Paris," notes The Times.
