ObamaCare's first day: A huge failure or success?

Both Republicans and Democrats claim victory after the ObamaCare exchanges open

Today, in the midst of the first government shutdown in 17 years, ObamaCare's health insurance exchanges opened for business. And almost immediately, HealthCare.gov, the federal hub of the exchanges, started experiencing problems. The sites for the individual state-run exchanges were also having some trouble.
