For decades, that was common wisdom in Washington, where the mild-mannered Chicago native cranked out five political cartoons a week, fearlessly calling out hypocrites and bullies. Working under the pen name Herblock, he targeted Adolf Hitler and Joseph McCarthy before others dared to. By the time he died, in 2001, he’d also sent up every president from Herbert Hoover to George W. Bush. Ted Koppel, Jon Stewart, and other media titans sing Herblock’s praises in this inspiring documentary. Monday, Jan. 27, at 9 p.m., HBO
