West Bank
Palestinians swore in a coalition government this week, in a bid to attract funds from international donors. The United States, European Union, United Nations, and Russia—known as the Quartet—cut off funding for the Palestinians last year, after the Islamic militant group Hamas took power. Hamas is now officially sharing power with Fatah, the more moderate party of President Mahmoud Abbas. Donors, though, are unimpressed. The coalition has not explicitly renounced violence or recognized Israel, two conditions for resuming aid. In an embarrassment to the new government on the very day after it was sworn in, Hamas militants shot an Israeli near Gaza, breaking a four-month cease-fire.
