A small airplane crashed into a 50-story apartment building near the East River in Manhattan this week, leaving at least two people dead. Officials quickly determined that the crash did not appear to be an act of terrorism, but not before the U.S. Air Defense Command scrambled fighter jets above several U.S. cities. President Bush was informed of the incident within minutes. Television images from the scene showed fires burning in at least three apartments, and eyewitnesses reported hearing screams coming from the building. The Federal Aviation Administration placed a one-mile flight restriction around the site of the crash, but New York area airports were not affected.
