Obama lays out case for war resolution: 'ISIS is going to lose'

President Obama on Wednesday urged lawmakers to approve a war-powers resolution authorizing a three-year offensive against ISIS.

Speaking after submitting the request to Congress, Obama said the authorization for the use of force (AUMF) offered the "flexibility we need for unforeseen circumstances," but promised it would not result in another prolonged ground war like the ones in Afghanistan and Iraq. Obama said the resolution did not call for the use of ground troops, but added that the U.S. could deploy special forces if necessary in limited situations.
