Chilean police this week arrested Alberto Fujimori, the disgraced former president of Peru, hours after he arrived in Santiago to begin what he intended as a comeback tour. “He literally fell out of the sky on us,” Chilean President Ricardo Lagos told The New York Times. “We were surprised and irritated.” Peru immediately sent a delegation to negotiate Fujimori’s extradition to stand trial on 21 charges of human-rights violations and corruption. Lawyers said it could take months to negotiate Fujimori’s fate. Peru and Chile have an extradition treaty, but relations between the South American neighbors have recently grown tense with the flare-up of a 125-year-old border dispute.
