Rand Paul: Improving Cuban relations 'probably a good idea'

Sen. Rand Paul (R-Ky.) broke with most members of his party over Obama's decision to seek improved relations with Cuba, saying that the policy shift was "probably a good idea."
"If the goal is regime change, it sure doesn't seem to be working and probably it punishes the people more than the regime," Paul said Thursday in an interview with a West Virginia radio station.
Paul's position is a striking departure from the full-throated opposition of two of his potential rivals for the GOP presidential nomination, Sen. Marco Rubio (R-Fla.) and Jeb Bush. Rubio on Wednesday called the policy shift a "disgrace" and said Obama's foreign policy as a whole was "willfully ignorant."
