The Obama administration expects between 9 million and 9.9 million Americans to sign up for ObamaCare next year, the Department of Health and Human Services said Monday. That figure is markedly lower than the CBO's initial estimate of 13 million new enrollments.

The administration did not explain why it lowered the bar, though the move "appeared to be part of an effort by federal officials to lower public expectations, so the goals would be easier to meet," according to The New York Times.
