The FBI has "made strides in the past decade" in its ability to combat terrorism, but must still significantly improve its intelligence-gathering capabilities to confront advanced and evolving threats, according to a new report.

A year in the making, the independent report from the 9/11 Review Commission concluded that decentralized terror organizations and those embracing new technological weapons challenged the FBI's "change-resistant culture." The exhaustive report also found the FBI needed to beef up its tech-savvy staff and improve its information sharing with federal, state, and local authorities.

"The FBI faces an increasingly complicated and dangerous global threat environment that will demand an accelerated commitment to reform," the report said. "Everything is moving faster."
