Congress passes a ban on moving Guantanamo Bay detainees to the U.S.

The Senate voted 91-3 Tuesday to pass a $607 billion defense bill, delivering what could be a big blow to President Obama's longstanding goal of closing down Guantanamo Bay. Included in the bill alongside defense spending provisions and authorizations is a ban on moving detainees from the controversial military prison to the United States.

Now that the bill has cleared Congress, it will head to the president's desk. Though Obama does not like the Guantanamo provisions, White House Press Secretary Josh Earnest said that Obama will likely sign the bill.
