This second prequel would reportedly take place a little closer to the original series: about 300 years in the past, with Deadline reporting it "tracks the beginning of the end for House Targaryen." So yes, while the first prequel seemingly has zero dragons in it, EW notes this one would have "lots" of them.

In preparation of Thrones' impeding conclusion, HBO at one point had not one but five potential spinoffs in the works, although author George R.R. Martin said in May that only three were still "moving forward nicely." Martin also teased at the time that those interested in the Thrones prequels should read Fire & Blood, and indeed, Deadline reports this new prequel is based on this book, a history the Targaryens he published last year.

It's still not clear how many Game of Thrones spinoffs will actually make their their way to the air, and even the Watts-starring project doesn't yet have a full series order. But HBO has shot down the idea of spinoffs that follow up on those lingering finale threads, meaning fans hoping for resolution on Arya's sailing adventure may forever know nothing.
