For the fourth time in five years, a majority of Americans say it is not the federal government's responsibility to ensure all citizens have health insurance, according to a Gallup poll released Thursday.
Yet a decade ago, Americans overwhelmingly felt the government did indeed have a "duty" to ensure everyone had health insurance. However, public opinion flipped during Obama's first year in office when Democrats began pushing the Affordable Care Act. --Jon Terbush
