Last-minute counts put the health-care law as passing at exactly 217 votes, meaning there is almost no margin for error. If the bill does indeed past, it will be a full-circle moment for House Speaker Paul Ryan (R-Wis.), who once dreamed of capping Medicaid coverage at a college kegger.
