Has Sean Hannity already doomed Congress' shutdown agreement before it's even official?

Hannity on his show Monday night responded to a report from Politico citing Senate Appropriations Committee Chairman Richard Shelby (R-Ala.) as saying Congress had reached an "agreement in principle" to avoid another government shutdown. This agreement reportedly includes $1.3 billion for physical barriers, but not the $5.7 billion for a wall President Trump has wanted.
