Tamir Rice's family isn't surprised the officer who shot him wasn't charged

Shortly after a Cleveland prosecutor announced Monday that a grand jury declined to indict either officer involved in the 2014 fatal shooting of 12-year-old Tamir Rice, the family's attorneys released a statement criticizing the outcome, saying they were "saddened and disappointed... but not surprised" that Timothy Loehmann and his partner, Frank Garmback, were not indicted.

"It has been clear for months now that Cuyahoga County Prosecutor Timothy McGinty was abusing and manipulating the grand jury process to orchestrate a vote against indictment," the statement read.
