Technically, Bill de Blasio was sworn in as New York City's 109th mayor at 12:01 am on New Year's Day, on the street outside de Blasio's brownstone in Brooklyn. But ceremonially, former President Bill Clinton is swearing de Blasio in at City Hall just after noon. Watch above.
