In an unpublished manuscript, former National Security Adviser John Bolton writes that in August, President Trump told him he wanted to withhold military assistance to Ukraine until officials there helped with investigations into former Vice President Joe Biden and other Democratic targets, The New York Times reports. In a July 25 phone call, Trump asked Ukrainian President Volodymyr Zelensky to launch investigations into the Bidens. Trump tweeted early Monday that he "NEVER told John Bolton that the aid to Ukraine was tied to investigations into Democrats, including the Bidens." Bolton has said he would testify in Trump's ongoing Senate impeachment trial, after complying with a White House ban on all cooperation with the House impeachment inquiry. The Democratic House impeachment managers said Bolton has "vital information to provide" and must be called to testify.
